FERC Staff To Hold Technical Conference on Wholesale Markets and State Policies

Federal Energy Regulatory Commission (FERC) staff will hold a 2-day technical conference on May 1 and May 2, 2017 to discuss the intersection of state policies and wholesale energy and capacity markets operated by the Eastern Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs). According to the Notice of Technical Conference, “Over the years, the rules underpinning competitive wholesale markets have evolved to address a myriad of issues while ensuring the reliable delivery and sale of electricity at just and reasonable rates. In recent years, there has been increased interest by state policy makers to pursue policies that prioritize certain resources or resource attributes. Because the wholesale competitive markets, as currently designed, select resources based on principles of operational and economic efficiency without specific regard to resource type, there is an open question of how the competitive wholesale markets, particularly in states or regions that restructured their retail electricity service, can select resources of interest to state policy makers while preserving the benefits of regional markets and economic resource selection.” According to the notice, the technical conference will foster “further discussion regarding the development of regional solutions in the Eastern RTOs/ISOs that reconcile the competitive market framework with the increasing interest by states to support particular resources or resource attributes.” For more information, visit the FERC website.

For information on the discussions taking place in New England on Integrating Markets and Public Policy (IMAPP), visit the New England Power Pool (NEPOOL) website. IMAPP discussions, launched by NEPOOL in August 2016, are intended to identify potential changes to the region’s wholesale electricity markets to accommodate the public policy goals of the New England states, namely their carbon reduction and renewable energy goals.

FERC Accepts Capacity Requirements for Eleventh Forward Capacity Auction
The Federal Energy Regulatory Commission (FERC) has accepted ISO New England’s proposed Installed Capacity Requirement (ICR) values to be used in the 11th Forward Capacity Market auction (FCA #11), which commences February 6, 2017. The ICR used in the development of the system-wide and zonal demand curves for FCA #11 is 34,075 megawatts (MW).

This year’s ICR calculations continue to account for the demand-reducing effects of behind-the-meter solar photovoltaic (PV) resources. Using the ISO’s long-term forecast of growth in PV resources, the amount of capacity required in 2020/2021 was reduced by 720 MW.

ISO New England Update on 2016/2017 Winter Reliability Program
For the fourth year in a row, a winter reliability program is in effect to help augment fuel adequacy in New England. In September 2015, the Federal Energy Regulatory Commission approved a program for the winters of 2015/2016 to 2017/2018 to address seasonal reliability challenges created by constraints on New England’s interstate natural gas pipeline system. The previous programs proved to be cost-effective, short-term solutions to help keep the lights on in New England during very cold winter days.

FERC Issues Reliability Primer on the Nation’s Interconnected Electric Grid

The Federal Energy Regulatory Commission (FERC) has issued a Reliability Primer providing an overview of FERC’s role in overseeing the reliable operation of the nation’s interconnected electric grid. The publication describes the basic structure, fundamental concepts, and functions of how the bulk power system operates. According to FERC, the 78-page Reliability Primer is a product of FERC staff and does not reflect the views of the Commission or any individual Commissioner.

  • H.B. 5234:  AN ACT CONCERNING MUNICIPAL ELECTRIC ENERGY COOPERATIVES AND NONMEMBER MUNICIPAL ELECTRIC UTILITIES. To require municipal electric energy cooperatives to disclose information to nonmember municipal electric utilities to which they provide services.

FERC Commissioner to Keynote Final Consumer Liaison Group Meeting of 2016

The year’s final meeting of the New England Consumer Liaison Group (CLG) will take place December 1, from Noon—4:00 p.m. at the Seaport Hotel & World Trade Center in Boston. The group welcomes Cheryl LaFleur, Commissioner of the Federal Energy Regulatory Commission, as the keynote speaker. The panel discussion will focus on New England states’ clean energy initiatives and how mandated wind and hydro procurements impact customer bills and regional power markets. Panelists include Jim Bride, President, Energy Tariff Experts; Ron Gerwatowski, Advisor, Energy Policy and Utility Regulation; and Greg Cunningham, VP & Director, Clean Energy Climate Change, Conservation Law Foundation.

The 2016 Connecticut regular session ended on May 4, 2016.  The 2017 Connecticut regular session begins January 4, 2017.

MASSACHUSETTS LEGISLATION:

Massachusetts Senator Ben Downing, who serves as the Senate chair of the Joint Committee on Telecommunications, Utilities and Energy but who did not run for re-election, announced that he is joining Nexamp, a solar energy company, as vice present of new market development.

The 2015-2016 Massachusetts formal session ended on July 31, 2016.  The 2017-2018 Massachusetts session begins January 4, 2017.

ISO-New England Submits Informational Filing for Forward Capacity Auction #11

On November 8, 2016, ISO New England submitted an informational filing to the Federal Energy Regulatory Commission (FERC) for the eleventh Forward Capacity Auction (FCA #11). The auction will begin on February 6, 2017, and will procure the capacity resources needed for the New England control area for the 2020-2021 Capacity Commitment Period. The informational filing includes the ISO’s determinations regarding the qualification of resources for FCA #11. It also includes locational capacity requirements based upon the topology of the transmission system, and specifically which capacity zones are to be modeled in the auction.

In a separate filing, the ISO submitted the Installed Capacity Requirement (ICR)-related values for the 2020-2021 Capacity Commitment Period for review.
