DEEP & PURA Technical Meeting on the Value of Distributed Energy Resources
On Monday February 3, DEEP and PURA will hold a technical meeting to discuss the modeling work supporting the Agencies’ joint proceeding on the value of distributed energy resources.

DEEP IRP Technical Meeting
DEEP held a Technical Meeting on Wednesday January 22 as part of its ongoing Integrated Resources Plan process to discuss the compatibility Connecticut’s public policies and goals with the current deregulated marketplace. DEEP stated it will notice a follow up Technical Meeting to further discuss these issues. All documents related to the current IRP process can be found here.

Commission of Environmental Standards: Offshore Wind
Pursuant to Section 1 of Substitute for House Bill No. 7156, An Act Concerning the Procurement of Energy Derived From Offshore Wind, DEEP is convening a Commission of Environmental Standards for each offshore wind solicitation pursuant to the Act to review the best available research and data on environmental and commercial fisheries mitigation during offshore wind construction and operation and to make recommendations on what a sufficient environmental mitigation plan should include. FERC expands cycbersecurity reporting standards
At its open meeting June 20, FERC approved an order to expand reporting requirements for cyber events that involve attempts to compromise operation of the grid. See FERC’s press release, staff presentation  and order for more information.

CPES Annual Legislative Update, June 18, 2019

Event Wrap Up

CPES members gathered at Day Pitney in Hartford on June 18 for an end-of-session legislative update. The event began with a networking lunch at 11:30 am and was followed by a panel discussion. Moderated by Kerry Schlichting of ISO New England, the panel began with introductions by Energy and Technology Committee Chairman Norm Needleman (D-Essex) and Ranking Members Paul Formica (R- East Lyme) and Charlie Ferraro (R- West Haven) who were joined by the Senior Advisor to the Commissioner at DEEP James Albis.

The panel focused on the provisions of three pieces of energy-related legislation passed during the session: the green economy bill, the offshore wind energy procurement bill, and the budget implementer. The members first briefed the audience on the progress made during the session under the green economy bill, addressing the reversal of last year’s controversial net metering decision, PPAs for anaerobic digestion, the DOT’s inventory of land suitable for renewable energy, and state utility ownership of energy storage systems. Representative Ferraro praised the bi-partisanship in the joint committee.

Shifting gears, the panel addressed the topic of off-shore wind and DEEP’s role in developing solicitations. Albis noted DEEP’s commitment to minimizing environmental impact, explaining that all bidders are required to submit mitigation plans dedicated to RFP best practices.

Before fielding questions from the audience, the panel wrapped up discussing the energy-related items from the budget implementer and Connecticut’s plans to require at least 50% of state vehicles and 30% of buses be zero emission by January 1, 2030. Senator Needleman offered support for the provision by suggesting that Connecticut will be the New England state with the highest per capita zero-emission state vehicles by 2030.

ENERGY & TECHNOLOGY COMMITTEE
The Energy & Technology Committee of the Connecticut General Assembly will hold a Committee Meeting on March 19 at 10:30 AM in Room 2B of the Legislative Office Building. The Bill Record Book, which contains proposed House and Senate bills, is available here.

OFF SHORE WIND MEASURES ADVANCE OUT OF COMMITTEE
The co-chairs of the Energy & Technology Committee announced that two off shore wind important measures moved out committee. The legislation, SB 875, An Act Expanding Connecticut’s Offshore Wind Energy Portfolio, would expand offshore wind energy and HB 7156, An Act Concerning The Procurement Of Energy Derived From Offshore Wind, would authorize the procurement of energy derived from offshore wind. DOMINION TO KEEP CONNECTICUT MILLSTONE NUCLEAR PLANT IN SERVICE
Dominion Energy Inc said on Friday that it reached a 10-year agreement with Connecticut utilities that will keep the state’s only nuclear power station in service. Read article here

2018 REPORT OF THE CONSUMER LIAISON GROUP PUBLISHED
The report, prepared jointly by the Consumer Liaison Group (CLG) Coordinating Committee and ISO New England highlights the 2018 activities of the CLG and provides an update on other consumer-related, wholesale electricity industry topics. 

ISO NEW ENGLAND PRESS RELEASE ON 2018 WHOLESALE ELECTRICITY PRICES
ISO-NE’s average wholesale electricity price in 2018 rose over the 2017 price, but still ranked as the six-lowest since the current wholesale markets were implemented in 2004. Read more in the press release.
