REGIONAL AND INDUSTRY DEVELOPMENTS

ISO NEW ENGLAND’S DRAFT LOAD FORECAST INDICATES ENERGY USAGE AND PEAK DEMAND WILL DECLINE SLIGHTLY OVER THE NEXT 10 YEARS
The primary factors are continuing installation of energy-efficiency measures and behind-the-meter photovoltaic (BTM PV) arrays throughout the region. ISO NE’s long-term forecast for electricity use is developed each year using state and regional economic forecasts, 40 years of weather history in New England, federal appliance efficiency standards, the results of both the ISO’s energy-efficiency (EE) forecast and solar photovoltaic (PV) forecast, and other factors. Learn more at ISO’s website.

WIND, FUEL CELL DEVELOPERS PITCH OVER TWO DOZEN PROJECTS
DEEP received 27 bids this week in response to a competitive RFP that seeks to select potentially hundreds of thousands of megawatt hours of clean and renewable energy. Hartford Business Journal Article

REGIONAL TRANSMISSION INVESTMENT: SPRING 2018 UPDATE
ISO New England recently published the March 2018 update to the Regional System Plan (RSP) Project List, which details Pool Transmission Facility (PTF) projects needed to ensure reliability in New England. Since the October 2017 update, 22 upgrades were placed in service and no new projects were added. Since 2002, a cumulative total of 768 project components representing an investment of $10.4 billion have been placed into service to help ensure that New England’s transmission system continues to reliably and efficiently move wholesale electricity across the region. DOOSAN GRIDTECH WINS DEAL FOR ENERGY STORAGE SYSTEM
Doosan GridTech Inc., a major provider of utility-integrated energy storage solutions, has won a deal to install an energy storage system for American energy provider Consumers Energy. Read the article

CONNECTICUT KICKS OFF GRID MODERNIZATION EFFORT
Utility representatives and other stakeholders shared their views on evolving cost drivers, changing customer demand and new technologies at the Connecticut Public Utilities Regulatory Authority’s first-ever technical conference on grid modernization.

WRAP UP: CPES Dinner Meeting

Speakers:  PURA Vice-Chairman and President of NARUC, Jack Betkoski, III; Tracy Babbidge, Bureau Chief of DEEP’s Bureau of Energy and Technology Policy

Moderated by: Kate Boucher, Associate at Locke Lord LLP, Member of CPES’ New Energy Professionals Group

On Wednesday, March 14th, CPES hosted Jack Betkoski III, PURA Vice-Chairman and President of NARUC and Tracy Babbidge, Bureau Chief of DEEP’s Bureau of Energy and Technology Policy for a dinner discussion on what’s happening and in the pipeline for 2018 at DEEP and PURA. 

DEEP Bureau Chief Babbidge started the discussion with an overview of DEEP’s 2018 Comprehensive Energy Strategy released in February and its eight main themes.  She noted the challenge in writing the CES to balance the document’s strategic and comprehensive goals while writing for an audience ranging from experts to lay readers.

PURA Vice-Chairman Betkoski followed, speaking on PURA’s focus areas for the year, such as a grid modernization, the ramifications of federal tax reform for the state’s utilities, and best practices for electrical suppliers. He also discussed the new statewide water plan, submitted February 1st to the legislature for review, which outlines water policy in Connecticut for the next 50 years and his work with NARUC nationally on the water-energy nexus. 

The speakers fielded questions from moderator Kate Boucher and attendees on a range of topics, from the role of climate policy in future editions of the CES, the state’s electric-vehicle deployment strategy, and position on fuel cells, to siting of renewable energy projects and water plan implementation. Throughout the night, both speakers emphasized the collaborative relationship between DEEP and PURA and the positive synergies that have come out of the 2011 consolidation of the state’s energy policy, environmental, and public-utility functions into one agency. 

When asked to identify the state’s biggest challenges in 2018, Bureau Chief Babbage noted the complexities of progressing on DEEP’s priorities in the uncertainty that comes with an election cycle.  Vice-Chairman Betkoski identified the state’s ongoing budget problems and personnel turnover as overarching challenges for PURA.

REGIONAL AND INDUSTRY DEVELOPMENTS

ISO’S FORWARD CAPACITY AUCTION
New England’s annual capacity auction for power system resources concluded Tuesday with sufficient resources to meet peak demand in 2021-2022, and preliminary results indicate the clearing price was the lowest in five years due to a surplus of capacity in the region. The auction is run by ISO New England Inc. to procure the resources that will be needed to meet consumer demand for electricity in three years. Finalized auction results, with resource-specific information, will be filed with FERC by the end of this month.  ISO’s press release with more information is available here.

NET METERING PROGRAM
DEEP recommendation to revise and phase out Connecticut’s net metering program has been met with opposition.

CT PUBLIC UTILITIES REGULATORY AUTHORITY NEW DOCKETS

On December 29, 2017, PURA established the following docket:

  • Docket No. 17-12-50:  REQUEST TO ESTABLISH 14 NEW REOPENED DOCKETS ON PURA’S OWN MOTION  PURA initiates this consolidated reopening of public service company rate proceedings to investigate the impact of the [newly enacted federal Tax Cuts And Jobs Act] provisions on federal income tax currently allowed in each utility’s rates charged, as well as the impact on accrued liabilities and any other provision of the [Tax Cuts And Jobs Act] deemed relevant.

The Legislature is scheduled to go into special session on Friday, January 5th at 10:30am to address funding for the Medicare Savings Program
