REGIONAL/INDUSTRY

GOVERNMENT SHUTDOWN DELAYS VINEYARD WIND MEETINGS
Due to the government shutdown, two meetings with the U.S. Bureau of Ocean Energy Management regarding the Vineyard Wind Project in Massachusetts, were delayed. At this point, there is no indication that these delays will impact the construction schedule. Read article

ISO-NE’s ICR VALUES FOR FCA #13 ACCEPTED
FERC issued an order accepting the ISO’s filing of ICR-related values for the thirteenth Forward Capacity Auction, which is associated with the 2022-2023 Capacity Commitment Period.

CONNECTICUT

RAMPING UP RENEWABLE ENERGY REMAINS LAWMAKERS’ FOCUS IN 2019
The new administration and the legislature are prioritizing renewable energy in 2019. Lamont has called for combatting climate change, through greater investment in renewable sources and improvements to the grid. Bipartisan cooperation on offshore wind development is also expected. Read article

ISO-NE’s UPDATE ON LABOR DAY POWER SYSTEM CONDITIONS
On Monday, September 3rd, weather and resource outages led to capacity shortage conditions in the region.  For more information on this event, see ISO’s website which provides details on the day’s forecast and demand, outages, and prices.

ISO-NE FILES PROPOSAL TO RETAIN RETIRING RESOURCES FOR FUEL SECURITY
In the end of August, ISO-NE filed a proposal with FERC to retain resources seeking retirement on the basis of a fuel-security reliability need. ISO now begins stakeholder discussions to develop a market-based mechanism to address long-term fuel-security challenges facing the region. ISO-NE LAUNCHES A REDESIGNED ASK ISO 
ISO New England recently updated its customer issue management application, Ask ISO, to enhance interactions with customers and other stakeholders and support business continuity requirements. NEW ENGLAND GOVERNORS ISSUE STATEMENT ON REGIONAL ENERGY AFFORDABILITY 
On August 13, Governors Dannel Malloy of Connecticut, Charlie Baker of Massachusetts, Chris Sununu of New Hampshire, Gina Raimondo of Rhode Island, and Phil Scott of Vermont issued a statement on regional energy affordability and reliability in New England.  Read a summary of that statement on ISO-NE’s website: http://isonewswire.com/updates/2018/8/31/new-england-governors-issue-statement-on-regional-energy-aff.html 

SPEAKERS ANNOUNCED FOR FALL CLG MEETING IN WINDSOR LOCKS
The next meeting of the Consumer Liaison Group (CLG) will be held September 20 at the DoubleTree by Hilton Hotel Hartford-Bradley Airport in Windsor Locks, CT. The topic will be the electrification of the heating sector and the choices available to consumers. The panelists include Christian Herb, President, Connecticut Energy Marketers Association and Emily Lewis O’Brien, Policy Analyst, Acadia Center. Additional speakers will be announced in the coming weeks.

The CLG is a forum for the exchange of information between ISO New England and electricity consumers in New England. CLG quarterly meetings are generally attended by consumers and consumer representatives (including state consumer and ratepayer advocates), state business and industry associations, chambers of commerce, individual businesses, trade groups, nonprofit organizations, and other end users. Meetings are free and open to the public, but advanced registration is required.

Class Action Lawsuit Filed Against Connecticut-based Electric Utilities
Class action case filed on Nov. 14, 2017, in the U.S. District Court for the District of Massachusetts.  Plaintiffs seek to represent all ratepayers of Eversource and Avangrid for all New England states.  Plaintiffs’ claims center around allegations of price manipulation in the capacity market from 2013 through 2016.  http://www.nhregister.com/business/article/Class-action-lawsuit-filed-against-12364165.php

REGIONAL AND INDUSTRY DEVELOPMENTS
ISO NEW ENGLAND ISSUES POWER SYSTEM PLAN FOR NEW ENGLAND
On November 2, 2017, ISO New England issued its 2017 Regional System Plan, the biennial report that provides the foundation for long-term power-system planning in New England. The comprehensive report details power system needs for the next 10 years, through 2026, and how these needs can be addressed. The report discusses:

  • Forecasts of annual energy use and peak demand from 2017 to 2026
  • Strategic issues facing the region, including the integration of variable energy resources, such as wind generation and solar photovoltaic (PV) installations, resource retirements and additions, and fuel security risks
  • The need for resources, including generators and demand-side resources, to meet consumer demand for power and replace retiring power plants
  • How the region’s power system can continue to address reliability concerns by identifying areas of the grid where resource additions or transmission upgrades are needed
  • Coordination of New England’s planning process with those of neighboring regions
