NEW ENGLAND GOVERNORS ISSUE STATEMENT ON REGIONAL ENERGY AFFORDABILITY

SPEAKERS ANNOUNCED FOR FALL CLG MEETING IN WINDSOR LOCKS
The next meeting of the Consumer Liaison Group (CLG) will be held September 20 at the DoubleTree by Hilton Hotel Hartford-Bradley Airport in Windsor Locks, CT. The topic will be the electrification of the heating sector and the choices available to consumers. The panelists include Christian Herb, President, Connecticut Energy Marketers Association and Emily Lewis O’Brien, Policy Analyst, Acadia Center. Additional speakers will be announced in the coming weeks.

The CLG is a forum for the exchange of information between ISO New England and electricity consumers in New England. CLG quarterly meetings are generally attended by consumers and consumer representatives (including state consumer and ratepayer advocates), state business and industry associations, chambers of commerce, individual businesses, trade groups, nonprofit organizations, and other end users. Meetings are free and open to the public, but advanced registration is required.

REGIONAL AND INDUSTRY DEVELOPMENTS

ISO-NE SUMMER 2018 OUTLOOK
Under normal weather conditions, New England is expected to have sufficient resources to meet peak consumer demand for electricity this summer, according to ISO New England. ISO New England prepares short-term forecasts for the summer and winter seasons, taking into account estimated contributions from all resources, including those with and without an obligation through the capacity market to supply electricity; unplanned resource outages; imports from neighboring regions; and resource additions and retirements. These estimates help inform ISO New England’s planning on how to operate the grid during the upcoming peak season. Read the press release here.

ISO-NE WINTER 2018 MARKETS REPORT  
ISO New England’s report, prepared by the Internal Market Monitor (IMM) of ISO New England, reviews wholesale energy market outcomes for the three-month period from December 1, 2017, through February 28, 2018. The Winter 2018 Quarterly Markets Report notes that the total wholesale cost of electricity (including energy, capacity, and ancillary services) during the three-month period was $3.43 billion, double the market value of $1.7 billion during the winter of 2017. The quarterly report includes a section on market performance during the December/January cold spell, as well as a section reviewing the results of the 12th Forward Capacity Market Auction (FCA #12). RECENTLY PUBLISHED ISO NEW ENGLAND WEBINARS
ISO New England’s presentations and recordings of the May 1, 2018, FCM New Capacity Qualification for Demand Resources and FCM New Capacity Qualification for Generation and Imports webinars are now available on the ISO New England website. The webinars review the requirements associated with the submittal of the new capacity qualification package for the Forward Capacity Auction for the 2022-2023 Capacity Commitment Period (FCA #13).

ISO-NE SUCCESSFULLY COMPLETES FERC AUDIT OF COMPETETIVE TRANSMISSION PLANNING PROCESS, FINANCIAL REQUIREMENTS, AND MORE
On April 18, 2018, ISO New England received a successful audit report from the Federal Energy Regulatory Commission (FERC) Division of Audits and Accounting (DAA). The audit evaluated the ISO’s compliance during the period of July 10, 2013, through June 30, 2017, with the ISO Open Access Transmission Tariff; FERC Order No. 1000, which established new electric transmission planning and cost allocation requirements; and FERC’s accounting, reporting, and record-retention requirements. The DAA found no incidents of noncompliance. GOVERNOR MALLOY ANNOUNCES CYBERSECURITY ACTION PLAN FOR CT
Last week, Governor Malloy announced the release of a Cybersecurity Action Plan for Connecticut and called for an enhanced cybersecurity defense and resilience to meet the increasing array of cyber risks facing the state. Read the new strategy here, and the press release here.

ENERGY BILL SAILS THROUGH THE SENATE OVER FEROCIOUS OPPOSITION BY ENVIRONMENTAL, SOLAR GROUPS
With only days to spare, the most consequential energy legislation in years sailed through the Senate and now moves to the House of Representatives. There have been days of discussions over the last month among the committee’s leaders and the Department of Energy and Environmental Protection. The Governor’s office, the environmental advocacy community, business interests and affected industries have kept close watch. But Senate Bill 9, proposed by Gov. Dannel P. Malloy to implement the state’s updated Comprehensive Energy Strategy (CES), is still facing controversy, even though it has undergone massive changes since it was approved by the Energy and Technology Committee.

MASS. 83D SELECTION UPDATE
The Massachusetts Department of Energy Resources moves forward with New England Clean Energy Connect 100% Hydro project (NECEC Hydro) under the Commonwealth’s Section 83D clean energy Request for Proposal.  The NECEC project proposed by Central Maine Power Company is a $950 million joint bid with Hydro-Quebec to deliver renewable energy from Quebec and includes a 145-mile transmission line linking the electric grids in Quebec and New England and adding 1,200 MW of transmission capacity to the New England region. The Northern Pass Transmission project was originally selected in January, but failed to win approval from the New Hampshire Site Evaluation committee by the March 27, 2018 deadline.

On May 3, 2017, Governor Dannel P. Malloy re-appointed Elin Swanson Katz of West Hartford to serve another five-year term as Consumer Counsel for the State of Connecticut.  The Consumer Counsel is responsible for advocating on behalf on Connecticut Consumers on issues relating to electricity, natural gas, telecommunications, and water. Connecticut Office of Consumer Counsel Issues Report on Retail Electric Market

ISO New England Is Conducting a Study of Fuel Security Challenges
ISO New England is conducting a study of fuel security challenges to the continued reliability of New England’s power system. In this context, fuel security refers to the ability of power plants to have or obtain the fuel required to generate electricity, especially during the winter peak season.

The study is examining more than a dozen cases of generating resource and fuel-mix combinations and will quantify each case’s fuel security risk—that is, the number and duration of energy shortfalls that would require implementation of emergency procedures to maintain reliability during the entire winter period in 2025. The study is not focused on the effects of expanded access to natural gas and will not identify needs for new or expanded pipeline capacity or natural gas infrastructure. 

The study is still underway, with completion expected by the end of October 2017.

Budgets Swipe Funding for Clean Energy and Efficiency Programs; Advocates, Local Businesses Decry Impact to Environment and Economy
Energy Efficiency and Regional Greenhouse Gas Initiative to be raided

Labor, public health, consumer and environmental advocates, as well as owners and employees of local clean energy businesses, denounce state budget proposals that massively raid energy efficiency and clean energy programs.

The Republican proposal raids $320 million ($160 million annually) from Connecticut’s nationally acclaimed Conservation & Load Management programs (C&LM) and the Democratic proposal would divert $20 million in revenue from the Regional Greenhouse Gas Initiative (RGGI). That revenue supports the C&LM residential and commercial programs, municipal energy efficiency efforts, and the Connecticut Green Bank’s clean energy programs. Both the C&LM and RGGI funds create jobs, help families and businesses save billions of dollars in energy costs, reduce harmful climate pollution, and supply significant state tax revenue by fueling private growth. Cutting funding for these programs will harm Connecticut’s economy and health, and damage the state’s credibility as clean energy leader.
